I am on a f1 student visa in usa, doing my masters. I wish to do a phd in a different foreign country....?

say canada or france....

For that I need a french or a canadian student visa...

Do I have to go back to India, my home country, and apply for that visa, or can I do so from USA itself...

This depends entirely on the Consulate.

Some consulates within the United States will accept visa applications from non-citizens and non-residents. You should contact the approitate consulate yourself and ask because some will no process applications from those who are not.
