  2. Yes, even if it's not water-based paint.

  3. Yes it will, particularly a water-based paint. If an area is humid enough, the paint simply won't dry. I painted a wooden handrail on my house late in the afternoon one day, right before a fog bank rolled in. It was very damp and dewy that night. The next morning, 12 hours later, the paint was still as wet as when I applied it.

  4. If you happen to have a regular window ac unit in the basement you can run it to remove moisture..an ac pulls out the moisture of the air and routes uit outside..A dehumidifier will work fine as well..but if you dont already have one and have an ac..you can save the money of having to buy one

  5. Yes...But a simple fan can do a better job.
