I wish the place has an closed area (if possible), my budget is 500 for 10 ~ 15 people. (if possible). Thank you!!!

You're budget is pretty low unless you're going to have a time limit or other restriction at the bar.  Otherwise, call your local clubs that allow 18 yr olds and they will have the best solution.
