I am planning on opening a hookah lounge in the state of New Jersey does anyone know the exact smoking laws?

I am planning on opening a hookah lounge in the state of New Jersey. I know there is a law that says that you can not smoke in a bar, lounge, or club. But, I've also heard that if your sales 50%+ from smoke you can open up a hookah bar/lounge. I also know that cigar bars can stay in business as long as they have sales above 50% from smoke sales. So I want to know if anyone has any experience with hookah lounges or cigar bars and how do I go about getting a smoke license in the state of New Jersey. Any help would be highly appreciated. Im from NJ let me know when and where you open it! There is one in Union called Aliddans maybe go there and check it out?

There's also another one in New Brunswick (near Rutgers).  All the kids hang out in there.  Check out the NJ gov website.  Google it.
