I am planning on using a cousins powerboat in Greece and if possible to rent one to do some island hopping. Is there an international boating licence like they have for motor vehicles?

In order to rent without a captain, you will want a USCG license, or equivalent.  This should allow you to rent from reputable dealers.  Even with this rating, you should expect to demonstrate your ability to navigate and operate the boat, and knowledge of international sailing regulations. You should quiz your cousins about any local requirements.  The big deal here is qualifying for their marine insurance which may exclude rentals without a certified operator.  This is not a simple rating, and should be considered seriously-good luck and be safe.
