you can find the whistle grass in the original village by on of the pond things seperate from it; and in konerko village next to their pond thing

Look for the "whistle grass". It'll be shaped like a horseshoe. When you get near it, you should be prompted to press a button to use it. Do so, and you'll call Epona to you.
