Talk to the locals.  They have probably sustained themselves on fish at one time or another.  Find out the best bait and best type of watercraft.

For small scale aquaculture, divided pond(s) with 3-5 fish per square meter works best.  You will be looking at ~18 months to get to 1.5-2kg weight.  All depending on species though.  Local catfish has been a success in many countries.  You will need to find a fry supplier, hatcheries are quite complicated.  Best of luck.
