It sounds like gynecomastia & has to do with hormonal changes.

Medications can cause this & stopping the medication will stop the breast from enlarging.

Often in teens it will stop on its own within 3 years.

There are medications that can be taken or surgery can be done.

You can also wear larger shirts.
