There are many types of photocells.

Are you referring to photovoltaic cells (i.e. solar cells that produce energy)?

Or, are you referring to cells that change their physical characteristics (i.e. resistance) in response to light, but produce no power?

Perhaps you are referring to a photodiode, which produces a very small amount of energy in response to light?
