  1. Either cowboy boots or ropers (the slip on kind, but make sure they've got the riding heel, not the walking heel) or lacers (the kind that tie) are fine.

The lacers probably supply more ankle support, while the ropers and cowboy boots are more flexible.  Ropers are plainer, while cowboy boots are decorated with fancy leathers and stitchwork.

I like cowboy boots.  I like the look and I'm too lazy to tie the ropers.

Either wait and see what others in your class have, ask your trainer, or get what feels best to you.  Local tack stores can answer your questions, AND tell you what's popular in your area.  For your first pair, I'd suggest a local store where you can try them all out, get sized, get advice, and get fitted out well.  Online stores are great once you know what you need, but you'll never know what fits your feet unless you try them all on!

  2. I have been barrel racing for a few years, and i have used the tie ups. They feel mors secure to me when I am out there running, and i like to be able to adjust how tight they are. But its just a personal preference.
