I am stationed overseas.....?

Question

and someone was telling me about something you can buy from "best buy" that can transmit cable tv from the states so you can see it overseas (or probably anywhere)...i believe he said you could log on the computer or something to view it. I hope I am describing this the right way and did not misunderstand him. Does anyone happen to know what I am talking about?
