  1. You need your ICC with inland entitlement.  This entails taking a practical boat handling test to Level 2 standard and a CEVNI test.

    Once you have those 2 bits of paper you can apply for your ICC (inland).

  2. Brittany as in France?

    I don't know about lakes, but for canals and rivers you need an International Certificate of Competence - for 2 weeks or more, I think.

    The Royal Yachting Association should be able to advise.

  3. You will at lelast have to register it in the state that you live in.  The numbers of the registration are the ones that you see in contrasting colors at the bow on both sides.  I don't know about the other states but in the ones I have lived in you have to register any boat & motor over 10 hp.
