  1. The basic part of the GPS system is free for all the public to use, it was developed by the US Department of Defense and later it was opened up to public access. It works much like an AM or FM radio in the sense that the system transmits the satellite locations and the Handheld GPS receives the signal and processes it which gives you your position.

    Mapping, weather, traffic and Point of Interest services are different. You'll need to pay to have these services updated if you so desire.

    If you are going to purchase a handheld navigator the maps are usually installed already and you only need to pay when you wish to have them updated.
