I am thinking of joining Navy ROTC. Can I join after sophomore year in college? They have 2 year scholarships.

Yes, you can. Just ask yourself if you can handle the extra load of having extra seamanship and PT classes along with a full time course load before you decide.

Don't even think about it, stay in school until the Iraq, Afghanistan wars are over or until you get your phd.

Yes, you can apply any time before starting your junior year.  Talk to an officer or enlisted staff member of the ROTC unit there, they will be the most helpful to you.
