I am thinking of moving to Omaha or Lincoln Nebraska...?

but not until after i graduate from college... I will have a bachelors degree in psychology. Here in Tulsa I make $10 an hour which is not a lot but average... is there anywhere in either of these two cities that i can start out around $10 an hour but be able to advance in the company or career?

A BS in Psych does not by itself get you a lot in most places. Right now, the economy in Omaha and Lincoln is OK but not great. Don't forget- both cities have large universities with psych degrees as well.

The REAL question is what is your goal? Where do you need to be to make the goal a reality?
