I get six possibilities in the Ancestry images, assuming

1) He isn't hiding out as "W O", "O W", "Oscar", "Oscar William" or using a false middle initial.

2) His age isn't more than 2 years off.

3) His birth state is accurate.

Without further information, narrowing him down is impossible. Any of those three assumptions I made at the top could be false, too. For example, if you found him in "xyz" county in both 1860 and 1880, and there was an "Oscar Frazer" in that county in 1870,  that Oscar would bear close scrutiny.

I don't understand what kind of help you need.  You can go to your library or a Family History Center through the Latter Day Saints and do some census searching.  If you can't find your ancestor in 1870, try the 1880, 1900, 1910, 1920, 1930.  Sometimes , ancestors don't show up in some of the census records.  Good luck
