I am unable to connect. I am unable to connect to my server, POP3,so not receiving incomming mail

I am unable to connect to my server, POP3,so not receiving incomming mail or able to send messages. A security alert screen pops up asking for my user name and password and when I type them in, the screen pops up again asking for my user name and password. What can I do? It's been 7 days already and re-entering my user name and password in 'accounts', hasn't worked.
