  1. Yes you can. Although there is no agreements of dual citizenship between both countries, US alows you to get another citizenship, but I am not sure if Peru has the same considerations. The best for you is to ask to an immigration lawyer.

According to the peruvian Constitution of 1993 if your parents are peruvians or only one of them, you have the right to get the peruvian citizenship, without losing your citizenship of your country, it doesn't mean that you have to quit your US citizenship. But i also don't know about the USA consititution so you should answer to a immigration lawyer or ask the INS.
