I am using windows Vista. PSD ??????

when i click on start and open documents, d.loads etc, anything that's on the rite side of the start menu, at the top of the page that's comes up it says "encrypt file", "decrypt file" and "OPEN/CLOSE PSD"

What is the OPEN/CLOSE PSD used for?
