  1. As has already been said, she can complain to the local council. She can also consult a solicitor about seeking a civil order, (most firms offer an initial free interview to identify the problem and funding). She can also complain to the police as it does fall under the anti-social behaviour legislation. A letter from a solicitor may be sufficient?

I hope that helps. Good luck

  2. You will probably find that the neighbour is just a bully boy that picks on older and vulnerable women, that's how he gets his rocks off. I have one like that next door to me, he is a total ar....le. Stay one step ahead of him, go to the council on your mother's behalf and explain what's going on. Tell them how frightened she is and how it is affecting her health..Next go to the police and tell them about the harassment as this is against the law. Tell your mum to keep a diary of everything that he does and says to her and if you can video or tape him all the better. In the meantime why don't you try and talk your mum into moving to a house that is more suitable for her but dont let her be bullied from the one she is in. If you ignore this creep he will carry on making your mum's life miserably. Hope this helps. Best of luck.

  3. Have a word with the Housing Department at your local Council. Your Mum may unknowingly be making a noise that is annoying the neighbour. They may have complained to the Council, so I would try and sort it before the Council take action.

  4. You probably can't do this but I would go threaten to kick the neighbors a$$ if they bother my mum again.Or hire someone to do it.

  5. She needs to get the noise level measured contact enviromental health dept of local council, If it is above guidelines they will serve an enforcement notice. If this is ignored it will lead to eviction.

  6. Noisy neighbours can make people's lives a real misery.  Your mum should contact her local council and ask for the Environmental Health team for help.  They will provide her with advice and usually, they'll ask her to log each incident so that they can investigate her neighbour.

As the council is your mum's landlord, they have a duty of care to protect her.  It might also be worth finding out if you have a local Anti-Social Behaviour Team that can support your mum.
