I applied for Physiotherapy here in KSA but they let me work as office clerk.?

The clinic is not yet open and its been a year. They deduct Iqama and exam fee which is not in the contract. I ask them to send me home but they want me to finish the 3 years contract however they are not following the other details in the contract. Im looking for the nearest Phil embassy here in KSA but I heard a lot of stories that they are not being assisted. What should I do.
