What exactly do you mean by "flash colors?"  Photoshop is an extremely powerful photo editing program that takes considerable time and effort to learn, if not master.  If you could provide a better description of what you would like to do it would be easier to suggest a specific tool or help topic.  Keep in mid however, that Photoshop is not a DYNAMIC editing tool.  If you are looking for motion of any kind (including flashing) you will want to invest in a program capable of producing dynamic effects.

i am not really sure what you mean.. but whenever i try to do some pictures in photoshop, i am using this tutorial.
