To get the National Pokedex, first of all, you have to see all 150 pokemon in sinnoh. that means you have to see or catch pokemon to complete the sinnoh dex. you just to have to see them, not catch them. so if you are missing any pokemon in your pokedex, you have to see them, including the legendary pokemon.

You need to have completed the sinnoh dex before you can get the national dex. Just check your Pokedex to see what ones you dont have, then use any good pokemon site (bulbapedia or serebii) to see what ones are missing. You don't need to catch them, just see them.

Once you have seen 150, then you cna go to Rowen's lab, and he should give it to you.
