If you bought the phone in Oman, it's probably locked to Oman Mobile so you can't use another company's SIM card in the phone.  You'd have to ring Oman Mobile and get them to give you the SIM unlock code for the phone.  Once unlocked, you could put any GSM SIM in there and be able to make/receive calls, i.e. one from Vodaphone India.  

If you are still an Oman Mobile customer, you should be able to roam in India no problem.  Calls should be dialed as follows:

+ (country code) (city code) (number)

For example, if you wanted to call Oman Mobile you would dial:

[phone]

The + sign is made by holding the 0 button down on your phone for a couple seconds.  The country code for India is 91 in case you need that too.
