  1. No because it wasn't your registration that expired


  2. When you buy the car, you buy the liability also.  If it hasn't been moved/driven, you can go to DMV and sign a certificate of non operation which should take care of the fees while it was parked.

  3. The late fees are not your responsibility.

  4. No.  You should have a new title for the car, and will start at ground zero.  You will pay registration, and probably get new plates, starting the day you bought it most likely.
