  1. I have to say no problem:

I brought my NTSC video cameras to Thailand, where its PAL format, but my videos played fine through my DVD player, to my TV and directly to my TV.

Some TVs in different countries will let you select PAL or NTSC or automatic.

If you run into a problem, simply burn the small DVDs onto a regular size DVD disc and play it through a DVD player.

  2. This may seem confusing (and I apologize if it is), but the answer is Yes and No. Yes, you may bring the camera to the Philippines, and record footage there. You may even charge it there, but No, you cannot play it through a TV there. The thing is, the Philippines are on the NTSC system, and not PAL. However, you may bring it there, and record footage without a problem. If your batteries run out, you may charge them using an AC plug adapter to switch to the different electrical system. However, if you choose to do this, then I would not charge directly through the camera to be safe. I would get a designated charger (or you may already have one)....I do not know how safe the AC adapters are.

With a PAL camera in an NTSC region, you cannot playback your footage on an NTSC TV. It must be on a PAL TV, with the proper connections. NTSC TVs only accept camcorders with NTSC A/V cables.

Regions in the PAL system where you could use it without any problem are: Australia, Austria, Belgium, China, Czech Republic, Denmark, Finland, Germany, Great Britain, Holland, Hong Kong, Italy, Kuwait, Malaysia, New Zealand, Norway, Portugal, Singapore, Slovak Republic, Spain, Sweden, Switzerland, and Thailand...

...I am sorry I couldn't be more help...
