I bought an item on ebay but was ripped off im think of doing.....?

ok so i bought an item on ebay for 500 bucks and it supposed to be brand new never use well when i got the item it was a piece of c**p junk and i talk to the seller and the only way to get my 500 bucks back it to reship it for 200 bucks all f that. i cantaced paypal ich is owned by ebay, ebey will tell u there not but they are cause they lie, i did a dispute and everything i could do but still nothing ok......im thinking about buying another item from the seller and making a dispute saying i never got the item then git my mony back with a non broken piece of c**p.........what do you all think about this?
