It's from Act 1, S. 1 of "The Taming of the Shrew"  The romantic relationship between Lucentio and Bianca is used to offset the stormy one between Petruccio and Katherine.  Lucentio seems to be the loving, fair-minded one, but like other men of the time Lucentio does not see Bianca as his equal. He sees her  as a prize he wants to win: “I burn, I pine, I perish, Tranio / If I achieve not this young modest girl” (I.i.149–150). Bianca is something for Lucentio to “achieve.” The image we have of their romantic relationship is not as ideal as we would like to think.

    He's saying he has a strong desire for her (I burn), he longs for her/ misses her (I pine), and feels he will die without her (I perish).
