  1. Is that effective to do what? Stay fit, lose weight...?

The average person will burn in the ballpark of 100-110 calories per mile, regardless of pace. Lighter people will burn fewer, heavier people will burn more. For running about 2.16 miles, that's about the calories you would have burned. To lose a pound of weight (other than water weight), someone needs to burn roughly 3500 calories more than they consume.

Someone who's 5'4" and 140 pounds would have a BMI of 24. That puts you in "normal" range for adults, though until age 20, you're still technically supposed to be using the BMI calculator for kids and teens (see sources below).

Regularly running ~3 miles every other day would be a relatively effective way to maintain fitness, if that's what you're seeking.

  2. If you try to lose weight its not so effective, if you not control your calorie input. I don't know what you do the rest of the day (kind of work and moving) and what kind of food you eat.

If you don't have a hard working job, maybe sitting most of the day you will burn about 2500 calories per day including your running. If you work harder it will be more.

Now calculate how many calories you feed your body per day. If you burn more then you feed, you will actually lose weight. If you feed more than you burn, your weight will go up, even you run every day.

100 calories are about 12 gram ... now you can check how many grams your weight goes up or down...

Hope that information was a bit useful.
