I can't access my user account settings?

Question

I have a windows xp Home Editon computer.

I cant seem to access my user account settings. when i click

my picture nothing opens, even when i opened control panel and clicked user account it did not open. Need Help!! trying to create a new user account on my windows xp.

ok you can't right well if there is lets say any other account on thart computer then tell that person the problem and they will log on.

p.s. if no account then contact microsoft

you can also try start-control panel-administrative settings-computer management-local users and groups(may be double click) click on users-right click-add user or click on an existing account.
