I can't confirm my SSN with PayPal?

I have a really big problem here. My Paypal is limit and have a negative balance. Paypal say I have to fund money to paypal to resolve the negative balance before 7 days.

But I cannot do that until I unlimit my Paypal.

And I don't know why I can't add my SSN to Paypal. It just keeps saying "We are unable to verify your social security number. Please check that you entered the number correctly and resubmit."

Anybody can help me please. If I can't confirm my SSN, I can't unlimit it.

How can I contact to Paypal ? And why don't they accept my SSN. Is it because I'm an US alien (not yet a citizen ) ?

It is not easy to get to a person at PayPal.  Like a typical Internet company, they like you to send them questions via their web site.  Click on the "Contact Us" link once you sign in.
