I can't figure out what movie this is.?

I've seen this movie before and just can't think of the name.

A little boy gets kidnapped of the streets by some guy. The guy ends up raising him, but the kid knows he isn't his father, he even tried to tell people.

The only part I remember is when the kid brought over a friend and that guy tried to molest him.

I'm not sure if this is correct, but in 1989 there was a movie with this plot called "I Know My First Name is Steven", the movie was based upon a true story.

Was it a made-for-TV movie?  It might be "I Know My First Name is Steven".
