I can't seem to figure out how to edit a webcam video?

I want to make a video blog. But I can't seem to figure out how to edit a video, say, using a webcam, and being able to edit, add photos, delete parts, add music, etc..

is there a certain program i should download to be able to do this?

If you have a windows, it should have windows movie maker if you look in the start menu. Then you'll see movie tasks on the side that'll help you edit. I don't know of any programs you can get. I hope this helps.
