I can't summon the stairs that lead to Arceus in pearl with action replay?

Question

I got the flute,I go in Spear Pillar and go on that little square right when you walk in but it doesn't say anything.I just got palkia,and I only have 6 badges,why can't I summon the stairs?

you would need to get all you gym badges, battle the elite 4 and get your national dex. (national dex is received after you finish your first pokedex from prof. oak) after you did all those things go back the spear piller and use the flute there. it should work.... but arceus is a level 80 so be prepared.... i hope this helps!! XD

i believe that you have to get all 8 badges first and beat the Elite 4. Thats what I did and its suppossed to work by itself instead of you manually playing it.
