I can't target what i'm wanting to long shot, need help.?

Okay, in the water temple on the second floor i have to shot an eye than use the longshot to get across, my problem is i can't aim it right, once i shoot the eye i whip out to long shot but its to low and when i hit the down/up arrow key once it goes to far up, help please
