I live in Oregon and I have my permit. My cousin is 23 years old and has had his license for more then 3 years. My grandma thinks that he has to be 25. But I'm positive you have to be at least 21 and have your license for at least 3 years. That's what it said in the manual. I can't find it though and she needs proof.

  3. Well in N.Y. you can drive with anyone who has a license. Doesn't matter how old they are.
