I can receive international texts but i can't reply. help!?

Question

i have a friend in toulouse france (i live in usa) and i can receive texts from him but i can't reply. 've tried a million different things but it still wont work. i am dialing 011 and then his country code which is 33. some websites say that i have to dial the city code and some dont? which would be 5 and then his number. and some other websites say i don't need to put the 0 that's at the beginning of the number. Also, do i need to dial the + before the number? help!

You have to call your phone company to set you up for international texting...I think its a service charge of like 4 dollars a month...Im not 100% though so yea theyll set you up ... its just a phone call good luck

Edit*** I should have mentioned before that international texing is way different to making international calls. Even though you already have that feature set up you have to set up the feature for international texting...Its not about how you dial the numbers until you set up the feature. Also International texting you are allowed for the texts to come in (plus they are also cheaper VS going out) .... Make the call and they'll set you up, really.

Edit 2*** and yea the plus sign is now for the newer phones (because some of the newer phones no longer recognize the 011 )

The plus sign is used instead of the international access code of the country you are calling from. You'd use plus instead of the 011. I don't think you need the Toulouse city code for a mobile number, I think it's 6 for mobiles in France, so 011 or plus, then 33 6 and his number.  http://www.howtocallabroad.com/france/

Perhaps your service doesn't allow you to send international texts. Have you checked with your provider to make sure that your account is able to send international texts? They would also be able to help you with the correct format you need to use.
