I can use my laptop as a DVR?

If you have windows home premium (which i do) i can buy a 'tv tuner' and use windows media center to record shows. Can anyone explain if this is true or how it works?

Also, does it cost any kind of fee besides buying the tv tuner?

Where can you plug in your TV tuner card in your laptop?

Having a TV Tuner 'only allows you to tune the channels', it does not 'authorize' you to 'see the channels'.  You'll still need some type of cable receiver or a satellite receiver to feed your TV tuner.
