I cannot access WoW-europe.com, neither can i enter their forums nor can i log in to the game, whats wrong ?

Well i changed ISPs 2 days ago , yesterday playing wow had high latency around 700 ms ... so i asked for a Fixed/static ip, and the next day , my latency was 300ms, amazing ! I wake up the next morning trying to log in, i couldnt, entered the website for realm status, also couldnt enter, i tried using my old connection totally different ISP , worked ! I believe that my first ISP with the fixed ip has his connections from Turkey, and i heard that turkish players are having problems connecting, although they have access to the website and forums, i dont have any access to anything so long its Blizzard properties, i cant even enter starcraft II website lol , i called ISP , although is there something i can do from my side ?
