  1. They are probably frozen by years of non-use.

Use some lubricant spray around the stem of the valve and let it sit.

Now before you try turning too hard...turn off the water supply to your home. This way if the valve breaks, you won't have water every where.

Now try to turn the valve handle clockwie to turn off. Add just a little force. If it doesn't come free, don't add too much force.

Now you can disassemble the valve in place if needed. The valve handle should have a s***w in the middle. Remove the s***w. Then there should be a nut on the face of the valve where the stem comes out (To the handle). Loosen the nut (Counter clockwise), then remove. Now you should be able to pull the internal parts out. Clean them up, and lubricate them, slightly and replace.

    Hope this helps.

  2. turn off main then replace vaves or seals

  3. Try spraying with a silicone lubricant..and let them soak overnight
