it says that because your not throwing as much as you need to.if you got a MASTER BALL use it, if not buy 100 ultra balls and 99 poke balls. use the pokeballs to make the pokemon think you only have them, and, when you have used about 50 of then use the ultra balls, and then, after that use the same stratege you did and repeat until you catch it,thats what worked for me on all the games like blue and red so hope it works for you :)

try weaking the pokemon, then paralize or make it fall asleep
then throw the pokeball.
or if you have a master ball use that.
if the zaptos always flees get a pokemon called wobuffet or wynut
because they have an ability that stops the pokemon from fleeing.
try all of that and i hope you catch it
