I cant get the National Pokedex in pokemon pearl?

i cant get the dex n i have seen n gotten all 151 pokemon with manaphy. but wen i go to see Professor Rowan he is not there but the girl in the front is there tellin me that i seen all pokemon n to c the professor but wen i enter the house he is not there. any help?

You have to beat the elite 4 first. Then you will get the national dex
