Yeah, once you have finished your quest with celio (talk to him after you've beaten blane) you will be able to. Oh yeah and go to prof. Oak and he will give you the national pokedex (you need to do both before you can trade it)

in pokemon firered, you must have the national pokedex as well as leafgreen game where you need to have nationl pokedex. so to trade a pokemon different from the kanto pokedex, you need the national pokedex so it will be able to trade pokemon from hoenn or different pokemon from johto. so entei is a johto pokemon and you need the national pokedex to trade it.
