  1. You do not need a passenger endorsement for a class B cdl, or for any cdl. Any cdl allows you to drive with whatever passenger capacity your vehicle allows.

    With a class B California Drivers License you can drive:

        * a single vehicle with a GVWR of more than 26,000 lbs.

        * a 3-axle vehicle weighing over 6,000 lbs.

        * a bus (except a trailer bus), with endorsement

        * any farm labor vehicle, with endorsement

        * all vehicles under Class C

    and you can tow:

        *  a single vehicle with a GVWR of 10,000 lbs. or less

        * any vehicle under Class C

    There is no mention of 'air brakes' on any CDL or requirement for a CDL. If you take the drive test in a vehicle with air brakes, the examiner may ask you pointed questions about them, but can only mark you down if you fail to use them properly. Vehicles have brakes. California does not care what kind your vehicle has. Just like for a Class C CDL or anywhere else in the US, it makes no difference if you drive an automatic or manual, you can take the test on either and is not noted on your drivers license.

    Part of having a Class B CDL is know what you are allowed to drive.

  2. You need to fill out the proper forms at the DMV for the endorsment, then take the written Passenger test. Should only be like 20 questions or so.

    Then you will also need to take a skills test and a pre-trip inspection test with a bus. (find a local church with an old school bus, and see if you can "rent them out" for a few hours.

    Even though you do have a CDL (B) you will still be required to take all three tests because some passenger carrying rules are a little different than property carrying rules, and there are additional equipment checks you need to perform for PVs
