I didnt turn in my car permit at the mexico border and sold they car what do I do???

I drove to mexico 3 years ago and had no clue I had to turn in the permit when coming back. (there is no signs in english telling you to do so via matamoros). I just got back and was denied entry because the permit was not turned in. I explained that I wasnt aware I had to turn it in and it was over 3 years ago and I car so sold so I cant get the permit back. I tore it off when he got back. The mexican people gave me no help or options only stating I could never pass another car into mexico again. I even tried to pay under the table. What are my options to fix this and who should I contact for help. Just to add a lil info I drove all the way from Maryland and was denied. imagine how pissed we were !!! Thanks for your help
