  1. What kind of fan palm  ?   How will it get bugs in the soil. Palms like it wet and hot.

  2. Yes, you can transplant it to a larger pot with fresh soil and keep it indoors.  I agree, putting it outside risks getting soil and plant pests that you'll fight when you bring it inside.  When transplanting, don't go larger than 2 inches in diameter from your old pot.  Also check the roots.  If they are tightly bound, tickle the edges apart to encourage root spread into the new soil.  As the root ball gets bound up, water can't penetrate.  Time for a bigger home for your plant.

  3. it may be possible to plant it indoors but the amount of dirt in the pot would be murder on the pottery guy...I've seen it done in an Atrium where the tree is planted in an green house

    or something.

  4. repotting it usually gets rid of bugs. also keep outside as long as possible. just before the first frost should be fine. palms are cold tollerant to an extent so 40s shouldnt be too hard on it, and if its a chinese fan palm it can even survive some snow, but dont try it becuase it damages it a bit and you want it to grow as best as possible. also let it dry out only a little before repotting to getting rid of and mosquitoes than may be hiding by or in the plant. palms tollerate dry soil very well if its cold outside above 35, but below 65. if its hot above 75 or in full sun above 68 you should keep it moist
