you should have a Network Interface Device (NID) somewhere on or in your house.  This is what the telephone company call their demarcation point.  Inside you will find a test jack.  Take a plain old wired telephone and plug it into the test jack.  If there is no dial tone there then call your phone company.  If there is, then you have a problem inside the home (wiring/phone/etc).  Remember it only takes one bad piece of equipment to kill all the phones tied to that line.  So if the trbl is inside, go around and unplug anything that you have hooked up to the line.  Don't forget answering machines, sat receivers, alarm systems.  Most phone companies will still come out and repair troubles inside the home for a fee.  Otherwise find a inside wiring/phone vendor or electician to come out and take a look at it.  good luck!
