  1. Depends on where it is.. If it's lost I would definitely apply for a new one (yes through the DMV), you'll need it.  If your car is financed, you'll need a current registration with lienholder information on it.


  2. you will need your title to register the car. If you had it registered once before, and had a title in your name, then you can simply order a new title from the DMV ($25). If you never registered it, but did have a title at one point you might be in a little trouble. You will have to locate the person who sold you the car, give them the money to have them do a title search, and then have them sign the car over to you. You will also need a written bill of sale.

  3. Why don't you have the title?  If it's because there's a loan on it, you can transfer everything to CA anyway.  If it's because you lost it, you'll need a duplicate GA title to register the car in CA.  If it's because the person you bought the car from, didn't give you the title, it's going to be expensive and take a long time - you'll need to contact the CA DMV about how to go about getting the car moved into your name.
