I don't need home phone service, just a home phone number. Do you know of any such provider?

I currently use VOIP but I don't need the minutes. I just need the phone number. Voicemail would be nice but I could always forward the number to my cell phone. I just don't want to give out my cell phone number to everyone. I have found some free voicemail services but I also want to be able to keep my current number.

When you say you are using Voip, do you mean you are using a service like Gtalk or Skype?

If you are using something that lets you talk over your computer for free, I would definitely recommend Skype.  You can sign up for a "Skype-in" number so people can call you from regular phone lines.  They have voicemail and call-forwarding.
