somebody may have disabled those features- if you're a group owner you can check management and under group settings click web tools, then web tools (edit) <-- click edit and be sure noone disabled those.

if you're a member, these are disabled due to the owner and there is nothing you can do about that

Could be a technical issue with the page as to how it is loading.  I would recommend trying to click "Refresh" first to see if that helps to reset the page.  If that doesn't work, then I would recommend getting in touch with a Yahoo Groups customer service representative to let them know what's going on as well to see if they can help figure out what could be going on.
